The Glowing Pumpkin/Jack O'Lantern Head is a dynamic version of the regular Pumpkin Head.What makes this cosmetic unique is that it's the first head to have a dynamic element, and tied as the third lot of dynamic cosmetics since glowing eyes.
While it was added to the game in v478 (Halloween 2022), it would not be released until Halloween of 2023 for v495 and v496. On its release it was given to all players who joined a ZDC match.
The carved portions of the Jack O'Lantern glow. The glow observed is a slower effect than that seen from glowing eyes.
